In Wales local authorities will also need to plan from new commercial waste collection regulations.
We are specialists in local authority waste/resource services having worked in supporting local authorities develop and implement strategies to deliver against the most challenging strategies in the world. Having worked in supporting local authorities at a national level since before the publishing of Wales’s Towards Zero Waste Strategy in 2006, we have unparalleled experience of how authorities develop and implement strategies to deliver against the most challenging recycling targets in the world. Through various roles we have seen and supported, the planning and delivery of services which consistently achieve recycling rates of over 70%. Our extensive hands-on knowledge of all aspects of local authority services – low-yield residual waste collections; high-performing dry recycling and food waste collections; high performing HRC’s with minimal non-household wastes; and effective commercial waste services – combined with our unique expertise in the effects of different policies and interventions, we are perfectly placed to support any authority in identifying potential options and implementing services that will help contribute towards Circular Economy and Net Zero goals.
At national policy levels, having spent so many years finding ways to help authorities meet Wales’s ambitious targets, we have some of the most detailed knowledge and understanding of policies that not only improve recycling rates, but those which maximise material quality, helping support domestic reprocessing and remanufacture, and supporting the development of a fully circular economy.

Iwan is one of WRAP’s Kerbside Analysis Tool’s (KAT) most experienced users. Along with Owain, both have supported many local authorities in identifying the optimal services to achieve high performance at low cost, and with services which meet future needs of the Circular Economy and Net Zero commitments. As well as the technical knowledge and experiences, we are highly skilled in supporting senior managers and elected members understand the drivers behind challenging policies (such as some of the most tightly restricted residual collections in the UK or shifts towards multi-stream collections to optimise material quality), but we have the hands-on experience of seeing these policies delivered on the ground. Our knowledge of services, as well as the impacts of different policies and interventions means that the outputs of our modelling has consistently been shown to closely match the actual resource and cost requirements when implemented on the ground.
