For Local Authorities:
Local authorities are facing a range of significant issues including budgetary restrictions, climate emergency, carbon reduction commitments, waste and recycling targets, and the need to demonstrate the efficiency and effectiveness of waste service to comply with emerging EPR payments. In Wales local authorities will also need to plan from new commercial waste collection regulations.
We are specialists in local authority waste/resource services having worked in supporting local authorities develop and implement strategies to deliver against the most challenging strategies in the world. We offer a full range of services to local authorities, from service performance reviews to policy/strategy support, to modelling and service design, to implementation and rollout.
Iwan is one of WRAP’s Kerbside Analysis Tool’s (KAT) most experienced users. Along with Owain, both have supported many local authorities in identifying the optimal services to achieve high performance at low cost, and with services which meet future needs of the Circular Economy and Net Zero commitments. As well as the technical knowledge and experiences, we are highly skilled in supporting senior managers and elected members understand the drivers behind challenging policies (such as some of the most tightly restricted residual collections in the UK or shifts towards multi-stream collections to optimise material quality), but we have the hands-on experience of seeing these policies delivered on the ground. Our knowledge of services, as well as the impacts of different policies and interventions means that the outputs of our modelling has consistently been shown to closely match the actual resource and cost requirements when implemented on the ground.
Having worked in supporting local authorities at a national level since before the publishing of Wales’s Towards Zero Waste Strategy in 2006, we have unparalleled experience of how authorities develop and implement strategies to deliver against the most challenging recycling targets in the world. Through various roles we have seen and supported, the planning and delivery of services which consistently achieve recycling rates of over 70%. Our extensive hands-on knowledge of all aspects of local authority services – low-yield residual waste collections; high-performing dry recycling and food waste collections; high performing HRC’s with minimal non-household wastes; and effective commercial waste services – combined with our unique expertise in the effects of different policies and interventions, we are perfectly placed to support any authority in identifying potential options and implementing services that will help contribute towards Circular Economy and Net Zero goals.
At national policy levels, having spent so many years finding ways to help authorities meet Wales’s ambitious targets, we have some of the most detailed knowledge and understanding of policies that not only improve recycling rates, but those which maximise material quality, helping support domestic reprocessing and remanufacture, and supporting the development of a fully circular economy.
As local authorities are under more and more pressure to deliver efficient and effective surveys in the backdrop of budgetary restrictions, targets, and other requirements (such as EPR and DRS), our team at CRS are able to provide support services to optimise performance in the most efficient manner.
We have a long history in identifying, reviewing and implementing policies and interventions in the UK's best performing local authorities.
We can provide a review of current service performance and identify areas of strength, weakness and risk. And then provide an evidence-based review of a suite of interventions to maximise performance in the most cost-effective and efficient manner.
At a time of increasing requirements for local authorities – from a likely required increase in targets, to a requirement to comply with demonstrating the Efficiency and Effectiveness of their services to comply with emerging EPR payments – the CRS team has demonstrable proficiency in supporting services optimise their performance in the most efficient manner.
We are aware of each policy and intervention has been adopted in every one of the UK’s highest performing authorities – often having helped identify and implement them. As with policy and strategy support, our awareness of the performance, yields, and costs of each of the high performing options makes us an obvious choice to support any authority seeking better performance and/or greater efficiency in its waste services.
We can assist local authorities with bespoke modelling projects to aid with waste services. Our team have experience designing and delivering a range of these which have included:
- HWRC provision and drive time analysis.
- Modelling resource for commercial waste collections.
- Assessing carbon impacts and ULEV.
- Impact assessments for EPR and DRS.
- Consolidation reviews.
We use robust data and analysis to provide an accurate and reliable evidence base for clients to provide confidence in decision making.
